These new features are added to MPLAB IDE v8.36 (new device support is listed in the Release Notes):

PIC10, PIC12 and PIC16 Peripheral Freeze on Halt – The peripheral freeze on halt functionality is now supported in MPLAB REAL ICE, MPLAB ICD 3, MPLAB ICD 2 and PICkit 3 on those 8-bit devices that support the functionality. If peripheral freeze on halt is grayed-out, the device does not support it.

Power Interruption for Targets powered by MPLAB ICD 3 or PICkit 3 – This feature provides a button on the debugger tool bar that will interrupt (gate) power delivered to the target by the debuggers.

Software Breakpoints for PIC32 on MPLAB REAL ICE, MPLAB ICD 3 – These debuggers now provide software breakpoints for PIC32.
